If god doesn't judge why is it he decides who goes to hell or heaven?

He has proved he is useless at decision making by having to flood the earth once to get rid of the evil-that didn't work did it? He also gave us free will and now people needlessly suffer because of starvation and famine everyday, another bad decision as apparently he isn't allowed to go back on his word and help-even if a baby is getting d...He is useless at this type of thing, strange for an all knowing being..
