Is it time for military action in Libya?

I don't mean full scale invasion but a no-fly zone and limited ground attacks. Gaddafi has said today his troops would show no mercy to those who had stood against him if they take back Benghazi. Is military action now the only way to avoid what could quickly become a genocide of the opposition?
