Is adoption possible for low income couples?

Foster care, enough foster care and there will be children who are available to be be adopted and as a foster parent you would be there from the start. It takes a little longer but its how many parents get their adopted children too - I know that's how a cousin of mine has adopted one child and I believe is working on adopting his biological sister as well.
