How do I keep a grey pony clean without a bath?

Could you take a bunch of wet rags to wipe him down? Microfiber would probably work great and get most of the dirt off him. If you can braid his tail and wrap it, that will help keep it clean. I'm mystified why you can't use sprays (not even water?), or cover him.
